When Turbine requests are submitted and non-Apple items are requested, Electric will email a quote to the person that submitted the Turbine request.

When users that already have access to the Electric App request non-Apple items, we will reach out to an approver to confirm they want a quote. Once the quote is created, it will be emailed to that approver.
